OSP summons GRA Commissioner-General Anthony Sarpong, two others over SML probe letter and contradictory statements

The Office of the Special Prosecutor (OSP) has directed the Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Sarpong, along with two other senior officials, to immediately appear before its investigators.

The directive comes following the recent arrest of the GRA’s Acting Head of Legal and is directly linked to alleged contradictory statements and a letter the three officials are suspected of instructing the Legal Head to issue to lawyers for SML Ghana.

The officials summoned include Commissioner-General Anthony Sarpong, Assistant Commissioner in charge of Finance Celestine Annan, and Technical Assistant to the Commissioner-General, Kenneth Agyei-Duah.

Sources at the OSP confirmed that this is the second time Mr. Sarpong and Ms. Annan have been invited for questioning. Their earlier statements reportedly contradict the contents of the letter they are alleged to have authored or approved, which was allegedly issued at the SML lawyers’ request in mid-October.

Both Mr. Sarpong and Mr. Agyei-Duah previously worked with KPMG, the auditing firm that reviewed SML Ghana’s operations under a directive by former President Nana Addo Dankwa Akufo-Addo.

The summons follows the arrest of the Acting Head of Legal at the GRA, who the OSP confirmed on Monday, November 3, is under investigation for suspected corruption and corruption-related offences, as well as obstruction of justice in connection with the SML contract.

The GRA–SML deal, which engaged SML Ghana to provide revenue assurance services, has drawn intense public scrutiny amid allegations of inflated costs and procurement breaches. The OSP’s inquiry aims to safeguard public resources and has expanded to include several top officials at the GRA and the Ministry of Finance.

Special Prosecutor Kissi Agyebeng has indicated the office is preparing to prosecute several individuals implicated in the scandal by the end of November 2025.

Those expected to face charges include former Finance Minister Ken Ofori-Atta and two former GRA Commissioner-Generals, Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti.
